Binary categories may have been useful analytical tools to heuristically map the field of migration studies, but they have limited explanatory value when it comes to assessing different forms of mobility, particularly in the complex new global map of migrations. Although, attracting and retaining medical HSMs and those employed through the public health services display serious challenges.Īlthough migration scholars have long acknowledged the need to move beyond opposing binaries (Cohen 1995: 5-6), these continue to dominate thinking about migration. Research findings and conclusions demonstrate Ireland is not disadvantaged, by remaining outside the EUBC scheme because of two key factors: language spoken and government support to FDI companies through the IDA, intra-company transfers and demand-driven HSMs visa allocations. Verifiable data on Ireland’s immigration trends proved difficult to determine, therefore it relies on institutional reports and studies. Key reports and statistical data were also accessed to qualify migration trends. Correspondence with academics, organisations, the EU Commission, and other institutions provided important data contextualising this subject into current demands. It relied on case study interviews with key subjects to gain data on HSMs experiences, combining these into existing academic literature providing for analysis. Mixed research methods were employed to uncover data on this subject, providing a framework for evaluation. This research contributes to the broad international narrative of published work. Competition for HSMs is now occupying policy developments to maintain economic competitiveness, therefore becoming an important and significant challenge. It compares the United Kingdom and European Union Member States to Ireland in attracting the best and most gifted talent while also competing with other worldwide regions.
This research evaluates Ireland’s ability to attract high skilled (third-country) immigrants (HSM), to develop a knowledge-based economy while also remaining outside the European Union Blue Card (EUBC) scheme.
